If your vet isn't resolving the issue, I do suggest looking for a vet with a lot of experience treating Bulldogs.
Your dog may have allergy issues. Is he/she on a grain free feed? If not, I would look into what brands are available in your area and start your dog on a good one, like Earthborn Holistic Fish or Lamb.
Have you recently treated your yard with anything? Bug killer, fertilizer, etc? What about sidewalk salt if you live in a snowy area? Have you shampooed your carpets lately, or sprayed anything indoors or on doggie beds that is new or different?
For the actual blister, I would soak the paw in Epsom salts and warm water for about 15 minutes, then dry carefully. You can also use Preperation H on the area, it is known to help out a lot.

and Amy's solution is right on. We do the Preparation H three times a day. Food can have a lot to do with them. A good quality grain free food is a must.
It sounds like an allergy issue to me.
