I wipe my bullie's face twice a day (or as needed) and I'm noticing that he's getting bald patches in his tear stains... is this normal? Is this irreversible? If not, iss there something that can be done about regrowth?

Not normal. Are you putting any diaper ointment in the fold? That will help protect the area from moisture and further irritation. It's possible that you're over cleaning, too. Could you post a pick?
