If you live in Southern California, go to Dr. Butchko's office (West Riverside A.H.)and the cost should be somewhere in the neighborhood of $400 which includes everything (surgery, take home meds, overnight at clinic). A few places won't quote you over the phone, but maybe if you list what city you are in/near, someone here who's had this done will give you a number for comparison. PS>if additional procedures are recommended, such as widening the nostrils (nares)or removal of enlarged saccules in the throat, that could add $100+ ??

which is a "structural fault" that can be corrected surgically. In the meantime, try squirting a bit of lemon juice in the back of his mouth/throat to help 'break down' that sticky foamy saliva that he probably has been coughing up and perhaps swallowing back down again.
Buy one of those plastic lemons that squirt out the juice and keep that handy. You can also add one teasp of lemon juice to his water bowl.
Obviously the dog will gag more when he's excited so you will have to try to control his behavior, keeping him cool and calm, but I strongly encourage you to have him examined by a bulldog-savvy vet for possible surgery. Unfortunately its not very uncommon fault in family pet bulldogs. If you need a referral to a good vet, check the Home Page of this website, under HEALTH on the side margin mid-page and they are listed by state. These are veterinarians used and recommended by individuals who post here regularly.

Sounds very much like an elongated palate condition
